windows event log shows oracle instance terminated

Ive noticed a strange event log entry in the application log on a Windows 2000 server running a 9i production database. Several times in the last few days the event log has logged an "Event ID 16" error which states that the Oracle Instance has been terminated. But, the oracle instance has not gone down at any time when these events have been logged. There's nothing in the Oracle Alert Log, trace files or anything else that i can find, just the claim by Windows that the Oracle Instance was terminated when it really wasnt. Does anybody have any idea what might be going on here?
