Windows could not upgrade the file %1 from %2

I really need help here.
My system is a 2001 Dell dimension 8100, P4 1400, 60 Gig HD, 512ram.
Two nights ago I shut down through windows.
This morning I get this error message when attempting to reboot. Multiple hard keyed restarts will not get past this screen.
Windows could not upgrade the file %1 from %2.
%1: %2
Windows could not upgrade one or more system files before starting. Windows may not start or run properly.
If windows fails to start run SETUP again.
Press any key to continue.
Pressing any key produces no results.
Of course the computer is frozen in this screen and there is no way to run setup without actually being in windows!
I know I need my Boot disc, but it has disappeared long with my other sock.
What to do?
I have always despised Me. Could I run an XP upgrade disc from this screen?
Or is there a way to get a Boot disc?
 
Create a DOS boot disk: Boot into DOS.
If u cant do this hit F8 or F13 when booting and a few different boot options appear.
First check whether you have a wininit.ini file in your windows folder. If
present rename it to something like wininit.old and try booting again
