Windows character code - using a laptop keyboard 2

Is this still possible using a laptop, as I do not have a dedicated numeric keyboard (as it's a laptop!). What am I doing wrong. I am holding down the Alt key and then punching in 0169 (as an example, copyright symbol) and then releasing the Alt key. But nothing happens.
 
Most if not all laptops have a faux num pad mode accessed by pressing a dedicated fn key.

The keys relevant to this function usually have numbers on them in a different color to the letters or symbols they otherwise represent.

Example:


Notice the numbering under the U,I,O.,J,K,L,M keys along with the alternate numbers in the 7, 8 and 9 keys.

To access the character codes you usually need to hold down the fn key to put the laptop in the num pad mode (or press the Fn key plus a function key [f1-f12] that puts the keyboard in number pad mode), and the holding the alt key down to get access to character codes, use the colored numbers to input the key.

To enter a character from the extended set, for example ë, which would be Alt+0235 on a conventional keyboard, hold down the Alt key, then the Fn key and hit "M" "K" "L" "I" for 0235.
