I believe the image itself is the NK.BIN file within the package.

How do I boot into this image using VM workstation? Do I need to have a Windows CE VM built, or can I use this to boot with?

I've never tried to run WinCE virtualized. The NK.BIN file is generally placed on the flash card of a workstation, and then the workstation sees it at startup and uses it to re-flash itself.
