When I go to Start->Run and type in cmd <enter> I get a popup window that says Windows cannot open this file. The window displays File: cmd. I am able to use the select the program from a list option and have it work.
If I type in cmd.exe a command window opens. All shortcuts that open command prompts also work.
I logged in as a different user and Start->Run->cmd worked fine.
I have run AV scans from multiple companies and no viruses were found.
Anybody have an idea what could be causing this?
