Windows Apache: run as which user?

I've installed Apache for Windows. In task manager, there are 2 Apache processes. One shows System as User and the other blank. Does the blank means "Root" or "Administrator"?

I know on Unix, Apache is normally run under a non-root user, such as http, for security reason. Should I do the same for this Windows version? If so, how should I configure it? Change the service entry's "Log On"? Or set some "User" directive -- it is mentioned in the doc but I am not sure how and where to put it.
