Windows and USB

Hey, all of a sudden when i start my computer up with USB mouse or printer or whatever plugged in or if i just plug it in randomly while using it it gives me the hardware detection box with the bar that is supposed to go from 0 to 100%. Well, it neevr moves and im mad! I reinstalled the OS and it worked fine a week ago!! It also works fine on 2000. I am double booting. If i cant resolve this, can you tell me how to just get rid of one of the OS'? I cant just throw it in the trash. Also, are there preferences for setting up the dual boot in DOS. like how long it waits or which is the defualt.
