windows 98se low performance

hope u can help, i am running windows 98se and i have the problem of windows runnining very slowly especially when running internet explorer.When i look at the performance it says 45% and i have to restart windows again an whislt running windows the performance runs low again.I have removed all programs at start up but still have same prob,please advise
