Windows 98 shutdown procedures

I have a new Compaq EXM Deskpro with windows 98 as the OS.I Formatted the harddrive and installed Winnt 4.0 wkstn OS.When I power down in Winnt it goes into a low power state and does not actually shut down.How do I change this to shutdown normally.
