Windows 98 "Look In:" slow access

I have a P3 800 running Windows 98 with 256MB RAM, 12GB IBM Deskstar, 40GB DiamondMax, Hitachi 5x DVD/ CD-ROM, Hewlett-Packard 2/4/24 CD-RW. My problem is this: If I have a cd in my dvd-rom drive, the Look In: dropdown box(found in the Open, Save, and Save As functions) drops down intantaneously. However, If I don't have a cd in, it takes several seconds for the box to drop down. This also seems to happen with Browse operations. It's like as long as there is a cd in the dvd drive, Windows can see the rom drives. But, if there is no cd in the dvd drive, Windows has to take time to look for them. Any information on this would be greatly appreciated.
