Windows 98 Quick Launch Toolbar

I have Windows 98 SE loaded on a Compaq Armada E500...My Quick Launch toolbar doesn't automatically reopen when i open Windows...if i open it manually, the programs I setup in it are there, but if I close Windows, it never comes back.

Help!!!
