Windows 98 protection error NDIS

After installing Windows 98 on a Dell pc 2.6 gigahertz, It issues a message "Windows protection error" "While initializing device NDIS" "You need to restrt your computer" when I do i get the same message. The microsoft site says this is due to the fast speed of the pc but i cannot download the "fix" as it needs a letter from God to get at them. Does anybody have this fix??
