Windows 98 PC won't shut down

Any hints on what could have been installed or otherwise caused a Windows 98 PC to not shut down or restart eiher from the Start button, Alt-Cntl-Del, or the Power/Restart buttons. The only thing that does it is turning off the power at the power strip or pulling the plug. What do I look for?
 
Maybe this could do the trick, go to the registry (start, run, regedir <enter>) Then go to the path HKEY_LOCAL_MACHINE\software\microsoft\windows\policies\ and then i believe explorer, try and find the key NoClose with the value &quot;1&quot; if this is there then either delete the key or set its value to 0.. Maybe that would do the trick..

Just before starting to use them I installed a new anti-virus, and...
This particular problem was cleared up unexpectedly after installing the Norton anti-virus & firewall applications (from the Norton Security CD). The install process reported that it fixed a problem (without identifying it).
The next attempts to restart and shutdown worked.
