Windows 98 keeps adding 2nd modem driver

I have installed the correct driver for my clients modem which is CPI EuroViva 28.8 comm centre pnp. Modem connects but everytime I reboot Windows 98 searches for new hardware and installs a 2nd modem driver. 2 modems now appear in Modem Properties. Modem now gives error 630, and will not connect.
I remove this 2nd modem and connection is OK again, but when I reboot windows reloads 2nd modem driver again.

Correct setup shows COM 1 - no modem installed and Com4 CPI EuroViva.

Can anyone tell me please how to stop windows being so helpful!
