Windows 98 is only running in 16 colors!

My Windows 98 program was acting up so went into safe mode to fix the problem as usual. The problem was when the startup screen was shown I had to wait forever for it to start (30 min.-1 hr) if it started at all. I had then disable my mouse driver in safe mode and I restarted and it booted up perfectly and my mouse still worked fine except now the computer would only run in 16 colors. So I installed a new mouse and uninstalled the other one, it still has the same problem though now, just a different mouse. I try to change the amount of colors but it only has three options: 16 colors, 256 colors, and high color (16 bit). I try to switch but it doesn't work. I am not running all of this in safe mode.
I need to know how to switch it to 256 colors, or 16 bit like I use to because alot of my programs cant run because it requires at least 256 colors.
 
Reinstall your video driver. Once you have new in, then you know how to change it. I would change video to 640x480, 16 color for starters, reboot, and then reload. Or it might try to reload automatically after the reboot. Let it change drivers. Ed Fair

No, you do not. You can have a monitor set at 640x480 and still get 32 bit color (depending on video card).
Make sure you have specified your monitor type in device manager, "Standard" won't cut it, change it to SVGA 1024x768 and you should get more than 256 colors.
If you've got the video card installed correctly (right drivers) it may pick up the monitor as PnP, and install the correct driver for it. Cheers,
