Windows 98 First Edition problem

On some machines that have windows 98 first edition, when loading software created from VB7 pro edition, they get the first seven files loaded and when it goes to setup, it stops and gives an error code something like .01000000000x.etc. Then removes the files that were started to load. The software will not create the setup shuts down after uninstall is completed. Any assistance would be greatly appreciated. I use the install wizard with VB7 to create the install for the software.
