Windows 95 startup

I have a 450 MHz Intel CPU with 128 MB RAM. There are 4 Com-ports. (2 on the mother-borard and two on the Super IDE Cards). The OS is dual boot (Win 95 & Win 2000 Prof). I have a strange problem. When I start the PC, after I logon to the network, if I click on any application, it takes minimum 3-4 minutes to start. I have used MSconfig to remove all the start-up programs. I do not want to reinstall the OS (This problem happens in Win95), since I fear that the settings of the COM ports may go. With great difficulty, I have managed to configure the ports to work simlutaneously. Please help me (SOS) !!
 
So, does your Device Manager tell you that you have Com1 to 4? Which Com ports are assigned to what devices or processes? Perhaps you have IRQ conflicts. You may also have a PCI card which takes up one of your COM ports and which might require the disabling of a physical port(s).

For COM1/3 only one of the two ports may be assigned. They are mutually exclusive choices - either COM1 may be active or COM3 may be active but not both together. The same goes for COM2/4 - you can use 2 or 4 but not both at the same time.
 
Aslo take a look at your virtual memory settings to see if you have at least 500Mb for swap file space.
