Windows 95 - How can I keep an app always on top?

Our call center has an application that runs as a ticker. It shows the staff how many calls are in the queue.
I recently upgraded their business critical app and everytime they do any work in the business app, the ticker drops to the back.
Is there a registry hack that I can use to keep the ticker always on top?
The alternative is to spend $15,000 CDN, and they re-a-l-l-y don't want to do that.
