Windows 95 Freezing upon Shutdown

Citrix Metaframe XP:
Users Workstations run Win95(just using existing resources to keep costs down!) with an ICA client installed to connect to Citrix.PC's boot automatically to Citrix logon. When users logout of Citrix, they are brought back to a Win95 Desktop. All they see is a Shutdown icon, which they are instructed to double click to Shutdown the PC. 9 times out of 10, this works fine, but on the odd occasion, the Shutdown process stalls, & when user returns next morning, the message"Please wait Windows is closing" is still displayed. The only option is to swith off & re boot, but upon re boot, Win95 being Win95, comes back up looking to run scandisk because of the "illegal" shutdown.
Each PC runs a stripped down version of 95 & also very heavily locked down, so no changes can be made by the users.
Is this hanging upon Shutdown a 95 bug, or, is there anyway to fix it????

Any info would be grately appreciated....
