windows 8/8.1 focus

With 8 and 8.1 I am have a problem I get a blue at the curser point. It makes it hard to type if you want to go back and correct you can not find the spot between letter easily. and you can not read what is being typed.. On IE you get the large bod on the focus wick also blocks text. Any ideas please.

Have tried checking with a different Mouse?

Do you see this behaviour in Safe Mode? Do you see it if you test with another user rather than the current user?

In Control Panel/ Mouse are there any options and Settings for you to check in relation to the Cursor?
