At about noon today on reboot Windows 7 would not open Word, then would not open other programs. It boots quickly, but once Windows is open it freezes or slows on accessing the start menu or on trying to open any program or access the task manager or Control Panel.

Other symptoms: Non responding programs will not close. The Task Manager does not function on most things.
Windows will not shut down. (hard reboots required.) Ctl Alt Del grays out when some programs are shut down.
Restore point is not accessible. Restore is shown to be turned off. It can not be turned on, as the System protection access/Icon is missing in System. (A restore point was created about a week ago). Backup and restore with HP external drive seems to be missing.

Checking the logs this began at about ll:30, shortly before the AT&T server died (perfect storm - although if what I suspect is right, the independent server issues may not be a bad thing..)

At 11:20 the first error:
The filter host process 3522 did not respond and is being forcibly terminated.
Then
-The uninstaller stopped interacting with windows.
-The winlog notification subscriber <GP Client> was unable to handle a notification event.
-Unloading the performance counter strings for service WmiApRblDWord in the Data section failed.
-The performance strin in the performance registry value is corrupted.
-The content Source <csc://(yada yada) could not be accessed
SNMP event log extension agend did n ot initialize correctly.
-Error Processing registry Parameters -Exten(can't read my writing) agent terminating
-C:Windows\System 32\eventvwr The system did not respond to the start or continual request in a timely fashion. (may be a main issue?)
-The uninstaller stopped interacting with Windows. (I attempted to uninstall several programs - some could be removed, others not. None are Microsoft or pivotal. One was downloaded.)

-The protocal host process 3392 did not respond and is being forcibly terminated.
-The driver detected a controller error in \Device\Harddisk3\DR3 during a paging operation.
-The XcReg ste value FExW call failed for the following error: access is denied. (???)
-The performance strings in the Performance Registry is corrupted when Process -Performance extension counter provider. The Baseline Value from the performance registry is the 1st D word in the Data Section and Help value is the third word in the Data Section.
-The computer browser service depends on the server service which failed to start.
error: the dependency service failed t start.

In addition - boot error: AI overclocking failed (entering bios and leaving with no changes resolved error.
Board is ASUS PH877 with Intel Core i5-24055 cpu clocked to 2500 MHZ (the intended speed) and set to auto clocking.

Malwarebytes found and removed a registry entry. AVG detected no threats. Malwarebytes and Are now doing full scans. Removing everything not Microsoft from startup had no effect.

Safe mode works passably.

The maximum memory (4gb) is loaded and functioning.

The HD is about thee weeks old and has worked flawlessly until noon today.

It was cloned from a failing disk with Drive Clone - a desperate move, as Acronis and other purchased cloning software failed. Drive Clone shows a nag screen after boot but cannot be found in Control Panel > Programs for removal.

Further problems: USing a restore point would probably work, but as stated above, the restore point cannot be found. backups made recently are also missing. Using the Install disk recovery console (is that available in Windows 7) is impossible, as the ASUS boot seems to disable not only USB input devices but all.

The firewall seems to have been disabled, although this may not be the case (from the Uverse router/modem..I have not been able to check the Windows firewall.)

Finally (perfect storm) the ATT outside lines for both phone and UVerse seem to have gone down - no connection. (I can pick up responses on a laptop at a cafe near the office tomorrow.)

Any ideas or suggestions much appreciated. It would be nice to have a computer again. Thank you.

Have you tried running ChkDsk?

Sounds like things could have gotten messed up from the other problems.

Then if that doesn't work, you might also need to run a System Repair.

If that doesn't work, you may want to count your losses, back up your data, and reinstall. Since Malwarebytes did find something, could be whatever that something was had messed with various system files, and corrupted things particularly on the removal.

Thank you KJV
I think my suspicion was right. The problems seem to have been viral. My best guess is that malware was trying to access the unavailable Internet, sucking up all resources, at the same time removing access to performance logs and warnings and restore point. It was a huge mess.
Wile they are not all resolved, running a second scan with Malwarebytes revealed and killed six more registry infections. Restarting in diagnostic mode then enabling only Windows services (I had essentially done this previously) seems to have resolved just about everything but the backup point issue (and sped up startup considerably). I have no doubt this came via the closed firewall in the UVerse modem, which is about to be fixed. (I have had connectivity for about an hour now, so not everything can be done.
Setting the restore point in the meantime is a challenge, for which I will probably need to post elsewhere.
