Windows 7 keyboard and mouse do not work

Tried different keyboard and mouse (can only use USB)
Windows detect the devices when I plug them in.
Keyboard and mouse work fine prior to Windows starting to boot: i.e. in the bios, F8 or even on the W7 boot dvd, there is no problem
Thinking some kind of virus but don't know how to extract it since I cannot use my mouse and keyboard once inside of Windows.
 
Also, was able to perform a system restore to its earliest point but still having problem.
Now Windows DVD in Boot Manager gives error 0Xc00000e9

any other usb devices plugged in? when did this start? Have you tried a linux live cd? how old is the computer, and what is the model number and who made it? or the model of the motherboard if it is non oem.
 
Did you try front and rear USB ports to use a different set of USB devices?

Yes I tried front and rear USB ports. Since the devices work fine until windows boots, I would assume it is some kind of bug. Maybe if there was a way to remove these devices and reinstall them again.
 
If you can start in safe mode you may be able to do that. You may even be able to step through the startup process and see exactly when they quit working when a particular driver is loaded. Otherwise, you may have to reinstall windows.

Thank you but soon as the mouse displays in windows, it is not working. I even tried external scans which removed bugs but the keyboard and mouse still don't work. That's what I am thinking at this point is a clean install. I even checked the dates on the keyboard and mouse drivers which were fine.
 
Boot from Windows 7 System Repair Disc or Windows 7 DVD >>> REPAIR computer >>> run SFC /SCANNOW from command prompt.
