Windows 7 icons are little page symbols 1

Running windows 7. Icons on the desk top are some stupid non descript pic of a page with the name of the program underneith them. when I click one, windows picture manager opens and I can't gain access to the program. Only able to access stuff through my hp pc dock running on top of my screen

Please help
