Windows 7 Icon cache rebuild not working 1

I have a Windows 7 new install. All was working fine and then icons dissapeared.

I did the following with no luck:

System Restore
Registry key change - HKLM\SOFTWARE\Microsoft\Windows\ CurrentVersion\Explorer & create a DWORD value called Max Cached Icons and set its value to 4096
Rebuild the icon cache as per:

cd /d %userprofile%\AppData\Local
attrib –h IconCache.db
del IconCache.db
start explorer

None of these have worked - can anyone suggest anything?
