Windows 2k network policies

I set some policies on win2k server. I also created a user with some advanced privileges, but when this user opens the Local Area Connection Properties window all the buttons are disabled and a pop up window appears with the following message:
The controls on this property sheet are disabled because you do not have sufficient privileges to access them...

I tried disabling all the keys in the section:
User Configuration\Administrative Templates\Network\Network and Dial-up Connections
and blocking the inheritance policy.
