Windows 2k freeze ups with Radeon PCI 1

I'm running an athlon 800 on an asus A7V motherboard using a radeon PCI video card. It freezes up sporatically when I have graphic acceleration on. With it off I have no problem except sometimes internet explorer freezes up. I've tried all the fixes (via drivers, irq sharing, page extension, etc) with no luck. I have a bit of an undersized power supply (250W), could this be the problem? Any responses would be much appreciated.
