Windows 2k/98 to Dlink DFL-300 won't connect

I am trying to set up a vpn over dsl using a DFL-300 as the host. Windows 2000 & 98SE clients using SSH Sentinal. I can test the connection and SSH reports the IKE phase 2 failing all the time, and phase 1 failing sometimes. I did test the connection using the builtin client for win2k but it was difficult to use. I could not get the 98 win client to work at all. I am using pre-shared keys.
