We're putting in a new Windows 2008 Server. The primary function is to have 5 to 10 remote users accessing the Server for documents only (Word & Excel).
I'm thinking my best bet is to configure this as a VPN Server.

Other than Web Server (IIS), are there any other roles I need to add before installing & configuring VPN, for example, do I need to install and configure an Active Directory Domain?

Please point me in the right direction.

Do you want your users to run Excel and Word on the server? If so then you need to license it as a Terminal Server. I've never terminated a VPN on a server (always use my firewalls for this) so can't help you with that aspect.
