WIndows 2003: Unable to right click on local drives

Within our organization we have 40 + servers running Windows 2003. Three of these servers are having the same issues. When we attempt to right click on any local drives, the right click context menu never appears. Network mped drives on the same servers do not have this issue, only the local drives. There are no errors in the event logs to point to a cause for this issue. One of the serers is running Windows 2003 R2 while the other 2 are running Windows 2003 SP1. All current updates have been applied.
