Windows 2003 TCP tuning

Has anyone out there been successful with making windows size adjustments in 2003? We currently have 45Mbps link between two sites doing Oracle replication and file copying. The max throughput we're getting is 1.5Mbps to 3Mbps. We adjusted the windows registry but only able to get 8Mbps throughput.
The latency is 62msec RTT between two sites. We are requesting the Oracle team to also tune their database for WAN performance. For the system tuning, we made every adjustments possible on the TCP parameters but cannot push past 8Mbps over the WAN. If anyone out there has experienced this issue please share it. Thanks,
