Windows 2003 server with Outlook 2003

Have a windows 2003 server installed with small group of PCs running XP and Outlook 2003. Can receive mail with attachments but can send mail with attachments. Have changed router firewall and tested each piece. Looks like a DNS problem on the server

Can anyone help
