windows 2003 server local general policy

I have a local GP set up on a Win2K3 server that I want everyone to access except administrator or administrator group can someone give me a hand with this

That's good info for a XP workstation but I'm dealing with a 2003 server local group policy in which their our several administrators which is why I wanted to block the local policy from the admin of the server and let it apply to all other users this is not a domain oriented GPO.
