Do you need a license for a server that is used for testing? We are thinking about setting up a server to test out some software. It would not connect to anything else or ever be used in production.

If you have a MSDN subscription or a visual studio license, then no. Otherwise I beleive you need to have one.

Correct, if you have MSDN or TechNet you can setup machines for testing without buying a license (so long as all the people doing the testing have an MSDN or TechNet License).

Otherwise you'll need to have a license for each test server.
