Windows 2003 Server and new SBS 2003 Premium

1) Currently have a Server 2003 but no domain, it has multiple workgroups defined. It has licenses for 30 users/devices- currently using 19.
2) Need to add a new server for a new application, a SBS2003 premium seems to be the best software deal. This will be ordered with 10 cals - 10 users/or devices will always access for application
3) Since there is no domain, the SBS 2003 will be installed as the DC and a new domain will be created. Exchange Server will not be installed nor Terminal Server.
4) The original server will be shutdown, rebuilt to have RAID 1 drives, reloaded and added to the domain. This server will be the file and print server for the company. All users will access it for file shares and print shares. (19 users now)
Question - can the CALS be setup for devices instead of users? That would give 30 devices that multiple users could use (shift workers)??
On the SBS 2003 server with 10 CALS - could that be used for devices also? One of the SBS Cal licenses being for the second Server???

Or do I have the license issue all confused????
