Windows 2003 Security in 2000 Active Directory

I have a 2000 Active Directory all GC's are at SP4 and I am trying to integrate some 2003 member servers in to it, however, none of the domain admins accounts from the AD, that are put in to the local admin group on the 2003 servers work, ie. they don't have permissions to perform any function locally on the 2003 servers. For instance writing to the Registry etc. To resolve this I have to manually add the users in to the registry etc., obviously this is not what I want to do.

Any ideas?

I pretty much have the same issue and I can't get IIS 6 App. pools to work. We have a 2000 AD with 2 2000 DC's. We are adding a 2003 member server to our AD. We have group policies setup and they get applied to our 2003 server when we joined the domain. The built-in accounts for 2003 are not the same as 2000's accounts and our policy. I need to add the local user/groups to the loacl machine policy, but when I try to add additional user rights the add/remove buttons are greyed out. Any ideas?
