Windows 2003 printer problem

We have a HP laser Jet printer installed on windows 2003 server. Its a shared printer with everyone,domain users having permissions to print and manage the printer.When a user(domain user) is trying to send a print job to the printer, there is no error message but the printer would not print. The print spooler says spooling and the document name is local downlevel document. I am not sure what local down level document is..Also nothing prints out. We have made sure that all security permissions are correct on the printer and the printer is shared is as well.
We are printing documents for a non-windows application. When priting from windows,test pages and normal pages print as well. Domain admins are able to print non-windows application but not domain users.This printer is not installed on the domain controller. It is installed on a member server running windows 2003 service pack 1

Could somebody please help??????

Need to clarify the facts. Please let me know if I have this right.

1. Printer is shared on a member server.
2. Users printing via WIndows applications works fine
3. Printing from non windows apps works OK for admins
4. Printing from non windows apps fails for users?

I can only surmise that the non windows application needs to have some drivers installed and it is my guess that your non admins don't have rights to those files.

Followed the instructions provided by MarkDmac.Updated the permissions on the drivers file and heres the update
(a) The document names comes up as the correct document name
on the printer queue
(b) Nothing prints out.
(c) Finally the queue comes up with Error- printing document
The users gets disconnected the telnet session(non windows application)

Please help

OK, now these "Non-windows applications" from what I read your users are connecting to a telnet server which is unix/linux, is this correct? Do you use a third party application to connect the to the telnet server like pro comm? If so are the users printing from the 3rd party app or from with in their telnet session? If via telnet session, there could be an issue between the communication of the telnet server and the member print server. Also check there perms on the telnet server for the printers and just an FYI when printing from a linux/unix server depending on how you are actually printing to the printer you need to enable LPR printing on the print driver of the member server. This is done by going to the properites of the printer share, going to the advanced tab, and click the configure port button. You will have to select LPR and give it an LPR name (just use the current share name).
