Windows 2003 network restructure

I will plan resturcure windows 2003 netwokr. Currently most problems in the netwokr.
- IP not enuough 10.5.2.x/24 in DHCP server
- more network , but not central manage

My network figure as below.
-setup new serve only for DHCP / DNS server.
-This DHCP Server can be serve all PC in 3 X FLOOR network
-Central manage IP in all PC.
-each floor setup a Layer 2 switch connect to IT Room Layer 3 Siwtch. Th switch can be setup IP relay to DHCP server.
-each floor no server setup.

I want to know how to setup the muti-segment and setup superscope in windows 2003, pls give a suggest.
