Just a quick question....

Can I connect Windows 98 clients to a Windows 2003 Active Directory Domain???.

You need to have a PDC emulator running, I think. This is part of the FSMO (Flexible Single Master Operations), which are normally installed on the first domain controller.

You can also install the DSCLIENT patch from the Windows Server 2003 CD, to modify the authentication mechanism of a downlevel Windows 9x/ME client to use NTLM Challenge-Response Version2.
