Windows 2000 -Workgroup and user settings

This is my first time using Windows 2000 as a peer to peer network OS.
Formatted 4 computers and installed Windows 2000 on each computer. Setup the workgroup, file sharing, reinstalled all the software and everything works fine. I did all this while logged on as administrator on each computer.
Question: I want to add a new user to each computer but when I do and log on all the icons, settings, programs are messed up. What do I need to do to add a user and allow the same configuration for both administrator and the user?

anytime you make chages to icons and such, do them under the All Users folder in Documents and Settings. if not, whatever changes you make you mostly pertain to whomever you are logged into. if you look in the All Users folder you will see that it is different than yours. this is what windows uses as a template when you create a new user.
