Windows 2000 VPN Server licenses ?

Setting up a VPN Server and I'm looking for info on the license requirements using a Windows 2000 VPN Server.
We have the required licenses for the LAN connections.
Does each remote client that connects to the server need to have a W2K license as well.
 
Correct me if this is not right. I have also been looking at setting up 2 BEFSX41 VPN routers to have remote users use a database on the w2k server. so if I were to use the VPN routers or setup a w2k VPN server I still need client licenses for every remote user. We have the LAN clients licenses covered.
 
You need a license for each user logging into the server, either by LAN or by remote VPN connection.
