Windows 2000 Terminal Services Timeout

I am trying to simulate using Terminal services over a satellite internet connection. The problem is the latency. I have been able to simulate connecting to TS with a 1500ms delay between the connect command being sent, and the TS Server getting it. When I increse my delay to 2000ms I cannot connect. Is there anyway I can amke it so that TS does not timeout? What other things might I need to change?
