Windows 2000 Server with TCP/IP Filtering

I have a question about TCP/IP filtering. If I enable TCP/IP filtering on the server and det ports TCP 20,21,25,80,(I also added random high ports 1030, 1031 for passive FTP) all UDP and IP 6,8. Then I could not access my server via FTP, and could not access the web from the server (http/80) is there something else I am missing?
 
By filtering your IP Protocol, you are blocking ALL UDP and TCP. Don't filter your IP Protocol, unless you know the numbers. Take a look here:

You can safely block all your UDP, since none of the protocols you listed use UDP.

I know your post is old, but you never know.. someone might be seeking an answer.

And not least, adding random high portd wont help your ftp acces. Yoou need to decide if you want to rum active or passive ftp with your client. Then you need to open ranges of ports. if passive ftp, ALL high ports ( the dangerous solution ) or some ports i dont remember for active ftp.
