Windows 2000 Server/Exchange Server-Modem not always auto disconnectin

Hi, dont know if anyone can help. I have had exchange
server running on windows 2000 server at a clients site
for about 2+ months now, with sending and receiving working
OK at every hour and modem automatically disconnecting
after 1 mins idle time. Over the last 3/4 weeks the modem
is not disconnecting and is still running after 20 mins
with bytes albeit minimal being received. Have turned
Microsoft automatic updates off, as I thought
this was the problem, especially with the recent outbreak
of viruses there were a lot of downloads (30+mb). But
there is still a problem.
Am using a D-Link DFM-560E+ external modem
Have even changed the modem.
Its working better but still not always disconnecting.
Any suggestions of what the cause could be or
where I should look would be appreciated.
