Windows 2000 server DC log on issue

We have 2 DC in the company.Since last week we experiencing some log on issue (very very long logon-5-15 min ) . Event viewer on the Primary DC shows:
event id 2103 - NTDS general,ServiceControl
"The Active Directory database has been restored using an unsupported restoration procedure.
Active Directory will be unable to log on users while this condition persists.As a result , Net Logon service has paused."
So right now only Backup DC allow users get in to the network .
Any replication error.
Repadmin utility on both servers does not show any errors .
Any help will appreciate !
