Windows 2000 Profiles Disabling 1

Is there any easy way of just having 1 profile on Windows 2000 professional that different users can log on. This machine is on a network but we need it to have all the modifications that any of the users make to any programs or desktop appear for all Users that logon.
 
Make a profile with one user.then log on as admin go to users profile in system then pick the user from that screen copy to the server in a folder under that same name
(ie:total)[do not copy it to all users or even the admin gets this profile and no way to change back without a clean install]
Then in all the users profile paths input the path to that shared folder.I think you would have to make them all roaming.
This way in theory everyone uses the exact same profile.
If you were then to go in and rename the ntuser.dat to ntuser.man this is the only profile they would be allowed and they would not be allowed to change it.
