Is there any way that I could set up system policies and restrictions on a stand-alone w2k pro pc just like the restrictions that i can set on a domain?
 
Try going to Control Panel > Admin Tools > Local Security Policy. It will let you limit somethings.

Go to Control Panel > Administrative Tools > Local Secuity Policy. You should be able to set up your needs there.

On a stand alone machine if you'd like to apply policies to all but administrators read M$ knowledgebase article Q293655.
