Windows 2000 Login Issue

After installing MetaFrame 1.8 on a Windows 2000 sp2 Server, I can't login to the machine. After entering my name/password at the login box, I receive a "Warning the Citrix Server has no license". This is not a fatal error, but I can't get past this screen. On NT 4.0 machines, I generally wait until the server is running properly before I install Citrix licenses. Has anyone else seen this? Does anyone have a fix?
