Windows 2000 local policies

I'm trying to apply a local policy setting to a stand alone windows 2000 server that is in a workgroup, so that the local policy is different for users than the administrator. MS article 293655 describes how to do this but does not work. When I copy the policy back in as desribed in the article, it does not take affect for users logging in. Any one any ideas ?? or any experience of doing this
 
have you manualy force a policy refresh after changing?

to manually refresh the policy you must do the following after you change the policy. goto a command prompt on the local machine you have changed the policy on and type:

secedit /refreshpolicy machine_policy /enforce
