windows 2000 & NT 4.0

I have installed windows 2000 pro on my desktop pc with NT4.0 server Utils and windows 2000 utils.
When I updated my PC with Service pack 3 my Usermanger for NT 4.0 cease to work, but when I removed Spk3 it was fine.
Also where is Usermanger / Servermanger in windows 2000
