Window Manager not starting under AIX 5.1.0.0

A customer of mine has upgraded their RS6000 box to AIX 5.1.0.0, but now when they connect with an X Server (Viewnow X), the Window Manager doesn't appear to be starting. His windows do appear, but without a border or any ability to resize or move them. I've seen this on messed up Linux installations, but simply reinstalling AIX isn't an option here.

Any ideas as to where I should be looking?
I suspect its a simple configuration issue, or perhaps the X environment on that machine simply wasn't installed.

Any hints would be great.

The command you are looking for is "dtconfig", look at the man page for the options.
